It is a highly adaptable and effective tool capable of communicating a variety of very different messages to the public.
It has developed into an effective method of communicating the government’s intentions. People like it because it communicates critical messages in an effective and recognisable manner.

For instance, I was listening to a radio report last week about children caring for the family pet.
